Storm Water Quality Program

The Sacramento Storm Water Quality Partnership

In 2002, the County of Sacramento and Cities of Sacramento, Folsom, Elk Grove and Galt were issued a National Pollutant Discharge Elimination system (NPDES) Municipal Storm Water Permit from the California Regional Water Quality Control Board, Central Valley Region to allow the lawful discharge of Sacramento area urban runoff into local creeks and rivers. The Storm Water Permit, a result of federal regulations driven by the Clean Water Act requires the permitees in the Sacramento Storm Water Quality Partnership to reduce pollutants in urban storm water discharges to maximum extent practicable.

The mission of the Partnership is to:

Make the best use of allocated public agency funds to implement a program that will comply with regulatory requirements to reduce storm water pollution to the maximum extent practicable, and effectively eliminate illegal non-storm water discharges, with an ultimate long-term goal of protecting the beneficial uses of local creeks and rivers.

The Partnership vision is to:

Create changes in behaviors and attitudes that contribute to the reduction of urban runoff pollution and help promote community stewardship of local creeks and rivers, resulting in improvement in the health of local waterways.

The City is committed to preserving and improving water quality in our natural resources represented by creeks, channel, and streams throughout the City. In compliance with the State mandated National Pollution Discharge Elimination System (NPDES) Permit, the city manages the following ongoing activities:

  • Compliance and reporting consistent with the Permit
  • Collaboration with the other permittees in the Sacramento Stormwater Partnership (SSQP). For more info please visit the SSQP website at www.sacramentostormwater.org
  • Execution of multi year permits and agreements for stream maintenance with various State and Federal agencies enforcing environmental compliance.
  • NPDES inspections and construction compliance.
