Mayor Cooley was elected to the first City Council in 2002 and re-elected in 2004 and 2008. He served as Mayor in 2005, as Mayor Pro Tempore in 2004, and as Vice Mayor in 2009.

Ken is a respected and seasoned advisor among state and local elected officials, regulators, and policymakers on legislative process and finance, insurance, disaster, and related policy issues. He was unanimously elected to serve as vice chair of California’s internationally-renown Alfred E. Alquist Seismic Safety Commission.
Ken currently serves as the Principal Consultant to the California State Senate Committe on Banking, Finance, and Insurance. Prior to his current position, he served as a counsel for State Farm Insurance Companies, specializing in legislative and regulatory law practice, providing services in California, Oklahoma, Kansas, Missouri, and Nevada. He holds a B.A. in Political Science from the University of California at Berkeley and a Juris Doctor degree from McGeorge School of Law. He also graduated from the Great Valley Leadership Institute, Great Valley Center. Cooley and his wife, Sydney, have been residents of Rancho Cordova since 1977. Their two sons and families live and work in Rancho Cordova.
