City of Rancho Cordova Application for Appointment to the City Council

The City of Rancho Cordova is recruiting to fill a vacancy on the City Council. The City Council establishes City policies, approves ordinances and resolutions, and makes land use decisions.

All applicants must be residents and registered voters within the city limits of Rancho Cordova. All applicants are required to disclose financial information and to file a Fair Political Practices Commission (FPPC) Statement of Economic Interest (Form 700).

Applications and Statement of Economic Interest (Form 700) must be returned to the City Clerk no later than 5:00 PM on May 30, 2017.

Swearing in of new Council Member

The City Council lost a longtime Council member and colleague on April 20, 2017. Government Code section 36512 requires the Council, within sixty (60) days from the date of the vacancy, to either fill the vacancy by appointment, or call a special election to fill the vacancy.

The City Council decided to appoint its next Council Member to complete the remainder of Council Member Skoglund’s term which ends in December 2018. An appointment needs to be made by June 19, 2017.

Council Member Eligibility

In order to be eligible to hold office as a member of the Rancho Cordova City Council, you must be a registered voter and otherwise qualified to vote for that office at the time you submit the application for appointment. During the term of office you must also continue to reside in the City.

Completed applications will be accepted by the City Clerk until 5:00 PM on May 30, 2017. Additional pages may be included with your application.

We anticipate that there will be candidate interviews at the June 5th City Council meeting and that an appointment will be made at either the June 5th or June 19th City Council meeting. The new City Council Member would be sworn in at the meeting following their appointment.

Financial Disclosure Requirements

Each applicant is required to file a Statement of Economic Interests form (Fair Political Practices Commission (FPPC) Form 700). More information can be found on the FPPC website: http://www.fppc.ca.gov/Form700.html.

Your application and any supplemental pages are public records and will be made available to the public for inspection and/or copying. All documents submitted will be made available on the City’s website at the close of the application period.

General Information

Regular meetings of the City Council are held on the first and third Monday of the month, beginning at 5:30 p.m. in the David B. Roberts Council Chambers at City Hall. As business requires, study sessions and special meetings are often scheduled on alternate Tuesdays, or as otherwise calendared. The City Clerk’s Office assembles the agenda packet which is available to the Council and public at least 48-hours prior to the regular meetings and 24-hours prior to the special meetings. The City of Rancho Cordova was incorporated on July 1, 2003. Rancho Cordova has a City Council/City Manager form of government. The City Manager, appointed by the City Council, is the administrative head of government under the direction and control of the City Council. The City Manger is responsible for the efficient administration of all the affairs of the city, including being empowered to appoint all city department heads with the exception of the City Attorney.

The City Council acts as the board of directors of the municipal corporation and meets in a public forum where citizens may participate in the governmental process. Residents elect five Council Members at large rather than by district, making each accountable to the entire citizenry. One Council Member serves as Mayor each year and is thought to be a “chief among equals for a time". City Council Members receive a monthly salary of $500.
