A Specific Plan is a tool for the systematic implementation of the General Plan, establishing a link between General Plan implementing policies and individual development proposals in a defined area. A Specific Plan is a special set of development standards that apply to a particular geographic area. Specific plans address land use distribution, open space availability, infrastructure, and infrastructure financing, and through these mechanisms put the provisions of the General Plan into action. 

Specific Plan content and processing requirements are listed in State Government Code Sections 65450 through 65457 and in Chapter 23.152 Specific Plans of the City's Zoning Code.
