What's New
The City of Rancho Cordova is embarking on a journey to develop the Rancho Cordova Active Transportation Plan (ATP), which will be a new plan that establishes a vision for walking, rolling, and bicycling in Rancho Cordova. The ATP will identify needs in the community to create a low-stress network of streets, sidewalks, and paths, connecting people where they live to where they want to go. The plan will be grounded in today, while planning for tomorrow and the rise of e-bikes and scooters, and the need to meet critical climate action goals. People are at the center of this plan, and both equity and community voices will drive priorities and projects.
The city recently resurfaced roadways in the Anatolia neighborhood in partnership with Sierra Nevada Construction. The project improved aesthetics and road conditions for motorists, pedestrians and bicyclists and extended the life of the existing pavement.
Project construction began in June 2025 and was completed in Summer 2025.

The City of Rancho Cordova received a Sacramento Area Council of Governments (SACOG) Maintenance and Modernization Grant to add a multiuse path along the east side of Chase Drive from Coloma Road to the American River Parkway. Improvements included a separated pathway, pedestrian scale lighting, new ADA-compliant curb ramps, high-visibility crosswalks, trees and landscaping. The pathway was installed along Mills Middle School and Cordova High School frontages on Chase Drive. Within Hagan Park, the pathway connects to the American River Parkway bike trail.
The first phase of the trail from Coloma Road to Lancer Lane was completed in Fall 2024. Phase two began in late April 2025 and was completed in Summer 2025.

The city’s Public Works Department is analyzing traffic calming opportunities and safety improvements in the Lincoln Village and Countryside neighborhoods. The goal is to reduce speeds, collisions, and cut-through traffic in these areas.
Past traffic calming and safety improvements in these neighborhoods include speed humps, speed feedback signs and bulb outs, otherwise known as curb extensions.
The existing conditions memo provides a summary of speed and crash data collected and analyzed for the purposes of preparing recommendations which will be presented to the community for feedback.
Next steps include developing designs, hosting a community meeting and survey to collect feedback, and implementing quick-build options for short-term improvements. Improvements will be evaluated for efficacy. Staff will seek funding for permanent installations of the final design.
August 12, 2025, Open House
The city held an Open House at the Neil Orchard Senior Center on August 12th to present the proposed traffic circle at the intersection of Lincoln Village Drive and Explorer Drive (West) and the next phase of traffic calming elements within the Lincoln Village Neighborhood.
The traffic calming approach includes median islands, traffic circles, hardened centerlines, speed lumps and bulb outs.

This project will improve access to the American River Parkway by enhancing the existing network of informal pedestrian trails at the Rossmoor Bar River Access. Proposed enhancements include leveling the ground, additional smooth dirt and gravel surfaces and uniform trail widths. This project will also provide environmental protection for the area and improve pedestrian accessibility to the natural features of Rossmoor Bar.
The project is currently under preliminary design, and the design is anticipated to be completed by 2025.

This project will provide environmental clearance and a final design concept for bicycle and pedestrian improvements on Zinfandel Drive from White Rock Road to Folsom Boulevard. This includes a grade separated multi‐use path from White Rock Road that crosses under Gold Center Drive and the eastbound on-ramp and the westbound off‐ramp at US-50.
The path will be connected by a landmark tied arch bridge over US-50. The city successfully received a $23.3M grant for this project.
Additional project components include an art walk experience along the path. The City Council approved an Art Plan and proposed artwork locations to establish the Zinfandel Artwalk. Please refer to the August 5, 2024 City Council item:

Current Projects Under Construction
The project installed 44 solar powered streetlights along W La Loma Drive, La Loma Drive and Dawes Street. The streetlights were installed at intersections, mid-block crossings or speed hump locations. The project also included traffic calming improvements including monolithic bulb-outs, speed lumps, bike lanes, striping, and Rectangular Rapid Flashing Beacons with the installation of a new mid-block crossing. These traffic calming measures were installed along W La Loma Drive, Dawes Street, and Mills Tower Drive.

The City of Rancho Cordova completed a traffic calming project in the Stone Creek neighborhood on Baroque Drive. This project aims to reduce speeds and enhance safety along the corridor for motorists, cyclists and pedestrians. Project enhancements also included a surface treatment and striping, enhanced crosswalks, lane narrowing and bike lane improvements along the entire corridor and a mini roundabout at the Kilgore Road intersection.
The project began in Spring 2025 and was completed in Fall 2025.

The City of Rancho Cordova plans to rehabilitate streets within the Countryside neighborhood to extend pavement life, improve rideability and repair the current infrastructure. Project enhancements will include resurfaced roadways, updated drainage infrastructure and high-visibility markings on the roadway. This project is funded by the City of Rancho Cordova's Community Enhancement & Investment Fund and State Senate Bill 1 (SB1) Road Repair and Accountability Act of 2017. Construction is currently underway and will be completed in Summer 2026.

The city received a grant from Caltrans through its Highway Safety Improvement Program to improve a section of Grant Line Road between Raymer Way and White Rock Road. Improvements included new LED curve-warning signs, rumble strips, widened shoulders and a high-friction surface treatment.
In coordination with this project, the Preserve residential development performed improvements at the intersection of Raymer Road and Grant Line Road. These improvements included water and storm drain facilities, new roadway and a new traffic signal.
Construction was completed in Fall 2025.

The Highway Safety Improvement Program (HSIP) is focused on the design and installation of infrastructure to increase traffic safety.
The HSIP Cycle 11 project included school crossing improvements at the following four school locations in accordance with the city's adopted Safe Routes to School Master Plan:
- W E Mitchell Middle School
- Kinney High School
- Robert J. McGarvey Elementary School
- Sunrise Elementary School
These improvements included Rectangular Rapid-Flashing Beacons (RRFB), high visibility crosswalks, advanced yield markings and curb ramps.
This project was completed in June 2025.

The City of Rancho Cordova's stormwater drainage pump stations were built between the 1960s to the early 2000s. The Stormwater Pump Station Improvements Project is currently under construction and will be upgrading the electrical and control equipment at the lift stations to ensure their reliability. This project also includes civil site improvements including shade canopies, new fencing, pavement restoration, and concrete foundations for backup generators. This project is currently under construction and anticipated to be complete in Fall 2025.

This project rehabilitated Sunrise Boulevard from White Rock Road to Douglas Road by overlaying the existing pavement, improving median, curb and landscaping, and installing ADA-compliant curb ramps. This project also included drainage upgrades on Mechanical Drive and Recycle Road to improve flood protection on Sunrise Boulevard. Completion of this project resulted in improved road surfaces, improved pedestrian safety, improved flood protection, and enhanced aesthetics in the area.

The Rancho Cordova Fiber City project is being completed in partnership with SiFi Networks and GigabitNow. The project is currently under construction. When complete, this project will include the installation of nearly 500 miles of fiber network connecting every home and business in Rancho Cordova with access to fiber internet, the nation’s fastest internet. The project includes micro-trenching in every neighborhood throughout the city, and residents will receive notice before work is being done in front of their home.

Projects Under Design
This project will evaluate traffic calming measures to reduce speeds and improve safety along the Anatolia Drive corridor between Herodian Drive and Justinian Drive. The project is currently under design.

The Monier Circle Stormwater Detention Basin project will address flooding problems identified since the 1990s along Sunrise Boulevard between Monier Circle and Mechanical Drive—a high-traffic and industrial area of the City of Rancho Cordova. This roadway floods during the 100-year, 24-hour event, and depth of flooding can reach 4 – 5 feet. Much of the flooding is due to a lack of capacity in the existing siphons that convey runoff out of this watershed under the Folsom South Canal, which is a portion of the State Water Project operated by the Unites States Bureau of Reclamation. Increased stormwater detention capacity upstream of the siphons will reduce or prevent persistent roadway flooding.

As a service to our residents, the City of Rancho Cordova has chosen to repair curbs, gutters and sidewalks in front of residential homes at no cost to the property owner. Commercial developments, apartment complexes, schools and public agencies are responsible for maintaining the sidewalks fronting their property.
The city currently has an extensive list of locations that are waiting to be repaired and are prioritized in order of necessity.
How These Projects are Prioritized
Using factors such as the severity of damage, the amount of pedestrian traffic, and proximity to schools, parks, bus stops and hospitals, defective residential curbs, gutters, and sidewalks are prioritized by a computerized rating system. Areas with sidewalks that have the highest numerical rating are inspected for any additional work that may not have been reported, and defective sidewalks in the immediate neighborhood are then included in the project for replacement.
A temporary sidewalk repair may be installed to eliminate a trip hazard. All sidewalks within the city right-of-way are eligible for temporary repairs whenever qualifying conditions are met.

In partnership with the County of Sacramento, this project will provide improvements along Sunrise Boulevard from Kiefer Boulevard to Jackson Highway (State Route 16). Sunrise Boulevard will be widened from two to four lanes, and the project will also include improvements at the crossing/intersection of Laguna Creek south of Jackson Highway.

The US 50/Rancho Cordova Parkway Interchange Project will design and construct a new interchange on US 50 in combination with a new north-south major arterial roadway, which will connect the highway to White Rock Road. This project will address increasing deficiencies on US 50 and nearby arterial roadways, improving regional and local traffic congestion.
The project includes adding eastbound and westbound US 50 auxiliary lanes between Sunrise Boulevard and Hazel Avenue interchanges, providing access to existing Regional Transit Light Rail facilities, access to the nearby Mine Shaft Light Rail Station, which is currently under design, and expansion of bicycle and pedestrian facilities that will connect to the Folsom South Canal Class I trail which connects to the regional American River Bike Trail.
The project is part of a multi-jurisdictional planning effort to alleviate local and regional congestion and improve safety for all modes of transportation as well as encourage people to shift from vehicles to active modes of transportation. Additionally, because of existing and planned growth within the City of Rancho Cordova and the surrounding communities, there is a need to provide additional access to US 50 from the south, where limited points of access are currently provided.
The project will also facilitate regional economic development, job growth, and housing and commercial development along Rancho Cordova Parkway and White Rock Road south of US 50 which is in close proximity to the city’s employment center. The project connects US 50 to White Rock Road, which is considered a parallel route to US 50 and is considered a key component of Caltrans’ US 50 Integrated Corridor Management Implementation Plan during incidents on US 50.
Also, the project would connect growing communities including rural El Dorado County, Sacramento County and the City of Folsom to 70,000 jobs in Rancho Cordova and the Mather Airport. The project will also serve as an alternative emergency route for first responders. There are currently no full-service hospitals within the city limits. The nearest full-service hospitals are in Carmichael (Mercy San Juan), Sacramento (UC Davis, Kaiser, Shriner’s, Sutter General, and Mercy General), and Folsom (Mercy Hospital of Folsom). The ability to quickly reach US 50 to travel to these hospitals is critical to emergency patient transport and care.

January 2025 Preliminary Interchange Rendering
This project will improve an approximate two-mile stretch of White Rock Road from Macal Drive to the easterly city limits by realigning and widening the road from two to four lanes, adding bike lanes, a landscaped median, drainage facilities and traffic signals. This project is currently under design and construction is anticipated to begin in Summer 2025.

The City of Rancho Cordova is renovating the little league fields at Cordova Lane Center and Ahlstrom Park in partnership with Rancho Cordova Little League, Cordova Recreation and Park District (CRPD) and the Folsom Cordova Unified School District.
This project is funded, in part, by the city's Community Enhancement & Investment Fund.
On February 16, 2022, the city presented a design enhancement to the CRPD Board that includes rotating the major field at Ahlstrom Park to a new orientation:

Approved Plans and Studies
The City of Rancho Cordova adopted a ADA Transition Plan on May 2, 2005. The main purpose of this plan is to develop policies and practices for implementing physical pedestrian improvements within the public right-of-way of the City of Rancho Cordova. The goal is to optimize the pedestrian experience, to provide safe and usable pedestrian facilities for all pedestrians, and to assure compliance with all federal, state and local regulations and standards.
The Americans with Disabilities Act of 1990 and subsequent interpretations by the Department of Justice require municipalities such as the City of Rancho Cordova to prepare a plan detailing how they will make their streets and roads accessible to disabled individuals. In addition, the plan is addressing California Title 24 requirements. The plan identifies and prioritizes disabled access projects, estimate project costs, highlight and implementation schedule and funding strategy, and grievance and monitoring programs.

The City of Rancho Cordova has completed the Draft Final Bicycle and Pedestrian Master Plans. These plans will help promote safe and desirable non-motorized travel for residents and workers and to provide good connections across Highway 50 and to regional trails systems like the American River Parkway Trail.
The Final Master Plans were presented to the Rancho Cordova City Council for approval on March 21, 2011.

The FY 2023/24 – FY 2027/28 Capital Improvement Plan (CIP) represents the FY 2023/24 and FY 2024/25 Capital Improvement Budgets and the three-year plan for FY 2025/26 – FY 2027/28.
The CIP provides program summary information for the City’s various capital improvement funding programs, as well as project summary information (revenue and expenditures) for the specific projects selected for implementation during the CIP period.

The City of Rancho Cordova developed a Corridor Enhancement Plan to identify opportunities to beautify and enhance key corridors and entrances in the city. The focus of the study includes six corridors including Bradshaw Road, Old Placerville Road, Routier Road, Mather Field Road, Zinfandel Drive and Sunrise Boulevard.
The Rancho Cordova City Council received and filed the final Corridor Enhancement Plan on November 4, 2024.

This Local Roadway Safety Plan (LRSP) identifies emphasis areas to inform and guide further safety evaluation of the city’s transportation network. The emphasis areas include type of crash, certain locations, and notable relationships between current efforts and crash history. The LRSP analyzes crash data on an aggregate basis as well as at specific locations to identify citywide trends, high-crash locations, high-risk locations, and locations with unusual crash patterns or high-crash severities. The analysis of crash history throughout the city’s transportation network allows for opportunities to:
- Identify safety factors in the transportation network that may be challenging for all roadway users
- Improve safety at specific high-crash locations
- Develop safety measures aligning with the California Strategic Highway Safety Plan (SHSP) Five Es of safety: Engineering, Enforcement, Education, Emergency Services, and Emerging Technologies, to encourage safer driver behavior and reduce fatalities and serious injuries
The process and analysis performed in development of the city’s LRSP, including establishing the initial vision and goals for the LRSP, performing crash history analysis, identification of emphasis areas and recommended engineering and non-engineering safety countermeasures are summarized in this LRSP. The information compiled will provide a foundation for decision making and prioritization for safety countermeasures and projects that enhance safety for all modes of travel within the city.
The city has already taken steps to enhance multi-modal safety throughout the city with completion of its Systemic Safety Analysis Report (SSAR) and through this LRSP, is continuing to make safety a priority in its planning processes. The City builds upon the safety practices that have led to prioritizing traffic safety across its road network in this LRSP by identifying areas of emphasis and systemic recommendations that can be implemented to further enhance safety. This LRSP analyzes the most recent range of crash data that was available at the start of the project (January 1, 2015 – December 31, 2019) and roadway improvements to assess historic trends, patterns, and areas of increasing concern.
The intent of the LRSP is to:
- Create a greater awareness of road safety and risks
- Reduce the number of fatal and severe-injury crashes
- Develop lasting partnerships through collaboration among professionals in various disciplines encompassing the Five Es
- Support for grant/funding applications
- Assist in prioritizing investments in traffic safety

The City of Rancho Cordova created a Transit Master Plan in 2006 and updated it in 2019 to reflect the new technology options available for transportation currently and possibly in the future.
The updated Mobility Master Plan will set the framework for future citywide mobility service and mobility options. This plan will provide a vision for automobile travel and new mobility options, such as Lyft and Uber, bike/scooter share on-demand micro transit, etc., in addition to transit for residents and workers, both within the City and in surrounding areas.
Service concepts will be geared toward connecting neighborhoods and business opportunities and will be closely coordinated with the Sacramento Regional Transit District’s Gold Line service and other RT bus service, providing smooth and timely connections and provide options for the first mile and last mile.

The City of Rancho Cordova has completed a study to further enhance the Olson Drive and Zinfandel Drive corridor between White Rock Road and Folsom Boulevard.
The purpose of the Olson Drive and Zinfandel Drive Corridor Study is to provide recommendations for transportation, accessibility and safety improvements for drivers, bicyclists and pedestrians in the area.
Public meetings for this study were held on June 20, 2019 and October 17, 2019, and online surveys were conducted and were closed on November 25, 2019.

The City of Rancho Cordova received a Caltrans Sustainability Transportation Planning Grant to complete the Citywide Roundabout Feasibility Study and Implementation Plan. The study evaluates potential locations, create an implementation plan, and develop guidelines for building roundabouts in Rancho Cordova.
The final Roundabout Feasibility Study and Implementation Plan was presented to the Rancho Cordova City Council for approval on March 4, 2024.

During the development of the City of Rancho Cordova’s Pedestrian Master Plan (adopted 2011) and the Bicycle Master Plan (adopted 2016), City staff worked with school administrators to identify concerns and opportunities to access Rancho Cordova’s school sites. In general, school administrators were looking for more visible pedestrian crossings of streets adjacent to schools, along with signing that alerts drivers to student activity. The information identified led to the need for a Safe Routes to School (SRTS) Master Plan, focused specifically on access to and from schools in Rancho Cordova.
The development of the SRTS Master Plan was performed through interaction with appropriate stakeholders from the City, school districts, students, parents, and community members to identify infrastructure and program improvements needed to provide a safe and connected network that will promote walking and bicycling to schools. The SRTS Master Plan will assist the City in planning and prioritizing needed infrastructure improvements and enables staff to apply for competitive future grant funds. The finalized plan was adopted at the May 18, 2020 City Council meeting.

The City of Rancho Cordova’s Capital Improvement Program (CIP) includes improvements to the City’s major roadway, transit, bicycle, and pedestrian facilities that are needed to accommodate projected future travel demand. The City has various methods for financing the transportation improvements in the CIP. One of the key methods is the Transportation Development Impact Fee (TDIF) Program.
The TDIF Program collects funds from new development in the City to finance the portion of the transportation improvements that result from the travel demand generated by new development in the City. Fees are differentiated by the type of development in relationship to their relative impacts on the transportation system. The intent of the fee program is to provide an equitable means of ensuring that future development contributes their fair share of transportation improvements so that the City’s General Plan Circulation policies and quality of life can be maintained.
